1928 to parents Seabron and Ellener Outlaw in Wrightsville, GA. He was educated in Johnson County.
He worked in the logging industry. He later married Mary Jones and to this union, six children were born. He later worked in the san itation industry where he lost his right lower arm. He had a love for fishing, singing, and cooking. He resided in Dublin, GA until 2003 when he moved to Dover, FL and reunited with his family. He had nine sisters and brothers.
He is survived by wife Mary Outlaw and five sons: James Outlaw (Rosa), Ronald Outlaw (Lashawn), Michael Outlaw of Tampa, FL, Kelvin Outlaw, and Newman Mandrell Outlaw of Dublin GA. He also has two daughters, Olivia Jones (Gordon) of Tampa, FL, Jennifer McClain (David) of Dublin, GA, A brother Willie James Outlaw (Glenda) of Dublin, GA, sisters Ella Rene Carey of Wrightsville, GA, Shirley Rozier of Dublin, GA, 11 grandchildren in Dublin, GA,
16 grandchildren in Tampa. 29 great grand children, 7 great great grandchildren and many nieces, nephews, and friends.
